There are free web hosting sites readily available if you are just starting to do the job. Though this has limitations it can be a good start. The free space let you do the writing and uploading of  pictures. But if you are familiar with other program languages like CSS or HTML or even JAVA, you can even do more and your website is instantly beautiful and active. Also, there are free icons or logos that you can choose to post in your web page. You can even add a tracker to know how many visitors have visited your page.
